New York in den frühen 1990er Jahren. Der aufstrebende Aktienhändler Jordan Belfort gründet mit Anfang 20 die Maklerfirma "Stratton Oakmont", mit der er schnell zum Multimillionär aufsteigt und zum Shootingstar der New Yorker Börse wird. Schon bald ist er hauptsächlich unter seinem neuen Spitznamen "Wolf of Wall Street" bekannt. Mit seinem Reichtum finanziert er einen ausschweifenden Lebensstil, der von Alkohol, Drogen, Sex und Dekadenz geprägt ist. Jordans Siegeszug scheint nicht zu stoppen zu sein, doch dies lässt ihn übermütig werden. Von unstillbarer Gier getrieben und mit dem Gefühl der Unbesiegbarkeit im Rücken lassen er und seine "Wolfsbande", darunter sein Kumpel Donnie Azoff, sich auf illegale Geschäfte ein. Das zieht schon bald die Aufmerksamkeit der Justiz auf sich, besonders der FBI-Agent Patrick Denham schaut aufmerksam hinter die Fassade von Belforts Firmengeflecht. Als die Gesetzeshüter Jordan langsam auf die Schliche kommen, droht sein gesamtes Kartenhaus einzustürzen.
Die naive, etwas ungeschickte 17-jährige Haru rettet auf ihrem Schulweg eine Katze vor einem nahenden Lastwagen. Der Katzenkönig höchstpersönlich ist mit seinem Gefolge gekommen, um der verblüfften Schülerin zu verkünden, dass ihr auf Grund der Rettung seines Sohnes Prinz Lune die große Ehre zuteil werde, eben jenen Thronfolger zu ehelichen. Am nächsten Morgen tut das Mädchen noch alles als sonderbaren Traum ab, doch schnell muss sie einsehen, dass sie wohl schon bald als Katzenbraut vor den Altar geführt werden wird.

Mit der Besetzung der Krim 2014 folgen unter Putin erneut zahlreiche Repressionen. Mit politischer Willkür werden Tataren verhaftet und zu langen Strafen verurteilt. Der Film zeigt mehrere Frauen, deren Männer inhaftiert sind und mit großem Engagement versuchen, mit Klagen die Situation ihrer Männer zu verbessern, die nur sporadisch Kontakt zu ihrer Familie haben.
