With the Gyaos re-emerging, Gamera's ties to humanity have been severed with his bond to Asagi broken. Ο Δον Καμίλο μαθαίνει με έκπληξη πως ο αιώνιος αντίπαλος του, ο κομμουνιστής δήμαρχος του χωριού Πεπόνε, έχει την πρόθεση να κατέβει υποψήφιος στις προσεχείς βουλευτικές εκλογές της χώρας. Η ιδέα ότι με αυτό τον τρόπο ο Πεπόνε θα αποκτήσει μεγαλύτερη δύναμη, κάνει τον Δον Καμίλο να προσπαθήσει να ματαιώσει τις προσπάθειες του αντιπάλου του για νίκη στις εκλογές. Το κόμμα στέλνει για βοήθεια στον δήμαρχο μια συντρόφισσα ενώ ο Δον Καμίλο έχει μία κατ΄ ιδίαν συνομιλία με τον Παντοδύναμο…
Μετά τις μάχες του με τον κομμουνιστή δήμαρχο Πεπόνε, ο Δον Καμίλο εξοστρακίζεται από τον επίσκοπό του σε ένα απομακρυσμένο χωριό. Έτσι ο Πεπόνε νομίζει πως έχει το χωριό στο χέρι του. Αλλά όταν η κοινότητα αποφασίζει να χτίσει ένα ανάχωμα για να προφυλαχθούν από τις εποχικές πλημμύρες, ο ιδιοκτήτης της γης αρνείται. Κινδυνεύει να ξεσπάσει πόλεμος ανάμεσα στις φατρίες του χωριού, και πιθανόν μόνο το δυνατό χέρι του ιερέα θα μπορούσε να πείσει τον ιδιοκτήτη ν΄αλλάξει γνώμη. Θα καταπιεί την περηφάνεια του ο Πεπόνε και θα ζητήσει βοήθεια από τον εχθρό του;
Ο Δον Καμίλο και ο αντίπαλός του Πεπόνε, βρίσκονται στη Ρώμη. Ο ένας είναι πλέον επίσκοπος και ο άλλος γερουσιαστής. Το μικρό χωριό ζει πλέον ειρηνικές ώρες, μέχρι τη στιγμή που ξεσπάει νέα διαμάχη μεταξύ καθολικών και κομμουνιστών. Η αιτία αυτή τη φορά είναι η ανοικοδόμηση λαϊκών κατοικιών σε μέρος, που βρίσκεται ένα πολύ παλιό εκκλησάκι. Ο Δον Καμίλο και ο Πεπόνε έρχονται πάλι στο χωριό ως συντονιστές του καβγά, ώστε να επιτευχτεί η συμφωνία και η ειρήνη.
