Bosko, carrying his hobo stick, travels along the railroad tracks with his dog, Bruno. Unfortunately, they're both on the tracks as they cross a bridge and realize that a train is coming perilously near. They manage to escape via a handcar, which was waiting for them on the tracks. however, once over the bridge, Bruno gets his foot caught near the switch. Bruno escapes, but not before allowing his poor master to think he's dead. Bosko is angry at his pet, but outrage turns to fear when the sound of another train gets them both panicking again. Luckily, the "train whistle" is only the mooing of a cow. The pair's adventures continue as they try to steal a chicken for her eggs. Finally, they end up on a runaway boxcar and have a second encounter with the obnoxious cow.

"The Devil Is A Condition" explores the housing conditions and needs of the poor Puerto Rican and Black communities together during the late 60's and 70's. Set to the soundtrack of free jazz and poetry, the film exhibitions of impoverished Black and Puerto Rican life together. To take a place like New York, where the destinies of the two communities feel inextricably tied, recounting that exchange/relationship is enduringly important. Jumping from Uptown, to Brooklyn, and back the The Bronx, The Devil is a Condition is both a capsule of a burning New York, as well a depiction of how somethings still have failed to change. The documentary feels timely in the way that two communities relied on each other both artistically, as well as for social progress.

But it doesn't take long for their great plans to unravel, as the group's desire to see the important sights gets sidetracked by their fondness for partying and the opposite sex, and as they roll through Amsterdam, Berlin, Athens, and Bologna, they stumble into a wide variety of misadventures and meet all manner of unlikely people, from a former teacher who has come rather dramatically out of the closet to a washed-up dance-pop star.

A man seeks out an experimental treatment that will give him access to his repressed memories in efforts to deal with this trauma.
