Eight years after saving the SPD from Agent Abrella's scheme, the Dekarangers parted ways with Ban joining the Fire Squad, Jasmine marrying Hikaru Hiwatari, and Swan working independently while Tetsu, Hoji, Sen, and Umeko continue working under Doggie Kruger. But after an incident occurred that hospitalized Kruger on planet Revaful wherein he was labeled as a dirty cop for an apparent dealing with the Qurlian Crime Family, which went awry with the death of a civilian witness, Tetsu takes over the Earth Branch. Two years later, joined by rookie officers Assam Asimov and Mugi Grafton, who had taken over the positions of Deka Red and Deka Yellow respectively, Hoji, Sen and Umeko encounter a Clementian named Carrie who is being hunted by Mechanoids.

The mysterious Ultraman, Tregear, has suddenly appeared in Ayaka City. Tregear asks what one would do to make their dreams come true, prompting Katsumi to search for his own dream. The special opens with Tachibana Tōbei taking some children to a Kamen Rider roadshow. Just as he's reminiscing about all the heroic modified humans he's lived alongside- Ichigō, Nigō, V3, Riderman, X, Amazon, Stronger and Tackle- the first seven Riders gradually show up to greet him in their human guises, unrecognised by the crowds. When it's revealed that the kaijin onstage are 'real', not actors, the Riders transform to save the crowd and Rider actors, uniting their power to defeat the Delzer Army's true leader, Great General Darkness in his hideout beneath the stadium.

Chief Kuroki tells the team that they will soon be meeting Beet Buster and his new Buddy Roid, but before any introduction can be made, the Soujikiloid attacks. Soon after Hiromu learns that the two new Go-Busters originated from Hyper Space, he challenges them to a duel, suspicious of their motives. This is a director's cut version of episodes 15 & 16 of the Tokumei Sentai Go-Busters TV series.
