Una antiga presó del segle XIX, ubicada en una zona inaccessible i indeterminada del territori italià, està sent abandonada. Per problemes burocràtics, els trasllats estan bloquejats, i queden al voltant d'una dotzena de presos, amb pocs agents, tot esperant noves destinacions.
