春秋戦国時代の中国。天下の大将軍を志す少年・信（しん）は秦の若き国王・えい政（えいせい）と運命的な出会いを果たし、ともに中華統一を目指すことに。魏との戦いに勝利をおさめた彼らのもとに、秦に対して積年の恨みを抱える隣国・趙の軍隊が攻め込んでくる。えい政は長らく戦場から離れていた伝説の大将軍・王騎（おうき）を総大将に任命。王騎から戦いへの覚悟を問われたえい政は、かつての恩人・紫夏（しか）との記憶を語る。100人の兵士を率いる隊長となった信は、王騎から「飛信隊」という部隊名を授かり、別働隊として敵将を討つ任務に挑むが……。

時は紀元前。春秋戦国時代、中華・西方の国「秦」。戦災孤児として育った信(山﨑賢人)は、王弟のクーデターにより玉座を追われた若き王・嬴政(吉沢亮)に出会う。天下の大将軍になると一緒に誓いながらも死別した幼馴染の漂とうり二つの国王に力を貸し、河了貂(橋本環奈)や山の王・楊端和(長澤まさみ)と共に王宮内部に侵入する。信は立ちはだかる強敵を打ち破り、みごと内乱を鎮圧。玉座を奪還することに成功した。しかし、これは途方もなき戦いの始まりに過ぎなかった――半年後、王宮に突如知らせが届く。隣国「魏」が国境を越え侵攻を開始した。秦国は国王嬴政の号令の下、魏討伐のため決戦の地・蛇甘平原(だかんへいげん)に軍を起こす。歩兵として戦に向かうことになった信は、その道中、同郷の尾平(岡山天音)と尾到(三浦貴大)と再会。戦績もない信は、尾兄弟に加え、残り者の頼りない伍長・澤圭(濱津隆之)と、子どものような風貌に哀しい目をした羌瘣(清野菜名)と名乗る人物と最弱の伍(五人組)を組むことになってしまう。魏の総大将は、かつての秦の六大将軍に並ぶと噂される軍略に優れた戦の天才・呉慶(小澤征悦)将軍。かたや秦の総大将は戦と酒に明け暮れる猪突猛進の豪将・麃公(豊川悦司)将軍。信たちが戦場に着く頃には、有利とされる丘を魏軍に占拠され、すでに半数以上の歩兵が戦死している隊もあるなど戦況は最悪。完全に後れを取った秦軍だったが、信が配属された隊を指揮する縛虎申(渋川清彦)は、無謀ともいえる突撃命令を下す――

Central focus is placed on Hiroshi Araki, a young man who finds himself elevated to chief spokesman for Aum after its leaders are arrested. Araki faces extreme hostility from the Japanese public, who find it hard to believe that most followers of the cult had no idea of the attacks and even harder to understand why these followers remain devoted to the religion, if not the violence.
